I am looking for an old book

I am looking for an old sci-fi book that I read once as a child. I remember reading it back in the early '80s, but even then it was "old". The plot revolved around a group of nuclear holocaust survivors that had been sent underground to live in one of many government shelters, but the shelter became compromised and lost all power, etc. The survivors, over a period of generations, gradually forgot everything and becamse savages. There were two groups. One developed bat-like sonar/hearing - they could map their surroundings using sound. The other group developed thermal sight - their eyes could see heat signatures.
I've been wanting to re-read this book for some years now, and have never found anyone that can help me remember the title / author / publisher / etc.
It wasn't a very large paperback book, by my standards at least. About the size of Starship Troopers I would think.

Any help would be much appreciated!
