Can an actor/actress in an Indian movie win the National Award for Best Actor/Actress if he/she use a dubbed voice?

Can an actor/actress in an Indian movie win the National Award for Best Actor/Actress if he/she use a dubbed voice?

I always thought one that uses dubbed voice cannot win the award for Best Actor/Actress however, after reading some controversies related to this I am confused e.g. after hearing about the dubbing controversy in the movie Manichitrathazhu (1993). I hope someone who is familiar with this can help clarify this.
