It's based in the slums of Victorian London. I'd recommend giving it a search online because I can't really say anymore without spoiling the plot. It's tense and filled with dramatic.
I would say it's loosely based on the historical period, but not so much true historical figures alive at that time. It's definitely a great fictional read.

Looking for a romance novel that is not the same story as everybody else is writing . Less sex more romance of the real world . The good old spontaneity ideas. The kind your jealous of your friends and sisters have it . When you can not see the romance is a surprise who ends up with who .

Another historical romance you would enjoy if you like Julie Garwood is The Rainbow Season by Candace Camp. It is a simple, sweet story that is so tender. There's a sequel, The Rainbow Promise. It's all right but, IMO, not quite as good as The Rainbow Season.
Catherine Anderson has written some historicals, too. My all-time favorites of hers are actually modern romaces: Baby Love and it's sequel, Phantom Waltz. It has the tenderness that I really enjoy in Garwood's books. If you try any of these, let me know what you think!
