Questions about The Hunchback of Notre Dame

Hi everyone, I am new to this forum. I read The Hunchback of Notre Dame yesterday and had a few lingering questions- specifically dealing with the last part of the book:

1) There was no real message from the King to storm Notre Dame and capture La Esmerelda right? Did Claude Frollo start the rumor about this just to save an excuse to save her? That's what it seemed like to me, but then how did Jehan find out about this rumor and tell the vagrants? In his last scene with his brother Dom Claude doesn't mention this to him.

2) When they go to the tomb where all the hanged people are buried, why are they looking for Olivier Le Daim's body, why was he hanged? Wasn't he the King's advisor?

Just a little confused about these two parts, but other than that I really loved the book. Any help would be appreciated!! Thanks
