I submitted my book for review, and the reader received it on July 25th. Should I be worried that it's now the third week in September, and there's no review?

Yes, you should be concerned, but these kind of delays are not that uncommon with free review requests as our fastest and most experienced/professional reviewers get the incentivized reviews. In any case, I am sorry for the delay.

The reviewer says the epub file of your book you uploaded has lots of incorrect characters making it difficult to read, presumably from an imperfect automatic file conversion, but she has updated me recently that she is working on it by rereading the confusing parts.
