Some reviews will never be published per author request. But those shouldn't be counted as pending, just as unpublished.
Pending reviews are either reviews that are still waiting to be published and/or paid, which generally means they are waiting for me to edit them and publish them or for the author/publisher to confirm that the book was actually read by the reviewer.
