PROBLEM WITH PAYPAL NEED HELP

Hello, I have two concerns and would like to have explanations to better understand.
The first concerns paypal. I had won and it was not possible to receive the prize because paypal is not functional in my locality. Mr Scott had asked for alternative proposals from paypal and I had chosen western union but so far, no response. (see the pictures attached)

Thank you for reaching out. I am sorry for the delayed response. Unfortunately, at this time, PayPal is the only payment method available. Have you already read Scott's post on this topic? If not, please check this:

Thank you very much for your message.I m in Burkina Faso and according to your post and the link paypal is available in my country but why it is not possible for you to send the money through paypal ?That is the question Thank you

Hi,
Thank you for the response. To receive money via PayPal, you need to create a Paypal account first. Have you created a Paypal account using the email address you submitted?
