Were the characters in this book sufficiently developed?

I think that they were as far as the main character in the book, Richard. Freddie wasn't thoroughly explained, nor his wife, Ruth. The driver and the bodyguard's character were developed enough as they were sub-characters.

this book was about Freddie and yet we only got an explanation of who Freddie was. There was no scene portraying his parts. There was no scene that told us what happened during his stay with the NSO, I think the character “Freddie” was underdeveloped.
