I have known a great number of people who were very highly educated but were either miserable or recognized as dishonest/immoral people not worthy of respect. All you have to do is look at the news on any given day to find corroboration of what I'm saying. I have also known people who were highly successful in life and well loved and respected by everyone they knew who could do little more than sign their names. So I hardly think that education alone is enough to satisfy the conditions of "greatest legacy".
In my opinion the greatest legacy a parent or nation can leave their child or citizen is the knowledge and the resources to find something as simple as peace, and peace of mind. The happiness resulting from peace of mind and contentment with circumstances (any circumstances) defies any and all hardship or tragedy. To find happiness in the things around you or the people you associate with is worth more than a PhD in my opinion.
