Looking for a children's book of opposites...

I'm looking for a specific book and I've about just given up! A quote from the book is: " what goes up; must come down; what makes me smile; makes you frown."
I don't know anything else about the book. I'm searching for it as a gift. I have a friend who remembers "this book" fondly but I can't seem to find it anywhere. If you know the book or know a better way for me to search for it, please let me know. THANKS!
