The rule goes, ''hyphens are necessary when they function as a compound adjective modifying a noun.'' In this case above average is the compound adjective, and qualities is the noun. Should there be a hyphen?

Yes, it is a compound adjectives. There's also a rule, search for the meaning of it's hyphenated version and see if it fits the context.
