Biblically,it is possible because,
It is said that "The heart of a king is in the hands of the Lord" so hence,it is possible in this aspect.
Then, ordinarily or literally speaking,it is still possible.
it may take a while though but,I believe that when one does the right thing continuously,there is bound to be an admiration from one or two person's.
Such little admiration's from these few person's may begin to influence others and then, before you know,it could even influence all.
This thus can spite up changes.

This novel only shows what prespired after Steve exposed the corruption happening at the police department. I am assuming that, like in reality, much didn't change because corruption was at the core of the police force.
