For one of the books I reviewed a requirement is to post a review on Amazon or Audible, but when I try to post the review I get a message that I am not eligible to do that. As per Amazon “community guidelibes” I guess I need to spend some money in order to be able to post a review.
I am subscribed on Audible and tried to post the review there but Audible requires that I purchase the book and pay for ut before I post a review.

Is there any way this can be solved with Amazon to allow reviews to be posted, if a review has alredy been posted and published on Online Book Club, without obligation to spend money?

I don't think so. You cannot go past the Amazon guideline. The best solution is to set your preferences so that you are unable to leave an Amazon review. You will still get books to review on the site. Reading the book's description is similarly important since some books still pop up on your select list when they require an Amazon review. For the specific review you mentioned, I don't think you can do anything about it and it will be marked as a guideline violation. Alternatively, you can purchase the book on Audible and leave a review there.
Life will go whichever way. Changing it is up to a very powerful force :|
